general synoptic situation:

A high 1029 over Romania is moving towards Turkey. A ridge 

extending to northwestern Russia is shifting southeastwards while

weakening. A high 1029 over the western part of the North Sea is 

moving to Poland. On Wednesday, a ridge will build towards Norway

and Sweden. A low 981 near Haltenbank is moving towards the 

Moscow area while weakening. A trough over the southeastern part 

of the Baltic Sea is moving towards Ukraine.
